HR Manager – Construction Sector
Location: Riyadh, Saudi Arabia
Nationality Requirement: Saudi National
HR Manager required to lead and manage the full human resources function for Absal Paul Contrcating. The ideal candidate should be a Saudi national with strong HR management experience in the construction or contracting sector, with the ability to manage the welfare, administration, compliance, recruitment, and HR processes for a large workforce across different levels, from senior management and professional staff to supervisors, technicians, skilled workers, and labour resources.
The candidate must be well familiar with the rules and regulations applicable in the Kingdom of Saudi Arabia, including the latest requirements of the Ministry of Human Resources and Social Development, Saudi Labour Law, Saudization / Nitaqat, Qiwa, GOSI, Muqeem, Mudad, wage protection, and employee welfare requirements.
Key Responsibilities:
- Manage the full HR function of the company, including recruitment, onboarding, employee relations, payroll coordination, disciplinary procedures, grievance handling, leave management, transfers, resignations, terminations, and end-of-service processes.
- Lead and support manpower planning for construction projects, ensuring that management, technical, supervisory, skilled, and labour resources are properly recruited, mobilized, documented, and deployed in line with project requirements.
- Ensure full compliance with Saudi Labour Law, Ministry of Human Resources and Social Development requirements, Saudization / Nitaqat obligations, Qiwa contract documentation, GOSI registration, Muqeem records, Mudad / wage protection requirements, and all applicable government platforms.
- Manage employee welfare matters across the company, including labour accommodation coordination, transportation, medical support, employee complaints, site welfare, working conditions, and coordination with project, administration, camp, and HSE teams.
- Maintain accurate employee records, contracts, iqamas, work permits, insurance records, GOSI details, leave balances, salary information, disciplinary records, and all HR documentation required for compliance and audit purposes.
- Coordinate with Government Relations / PRO teams for visas, sponsorship transfers, iqama renewals, work permits, profession changes, exit/re-entry visas, final exits, and related employee services.
- Support the recruitment, retention, and development of Saudi nationals in line with the company’s Saudization obligations and long-term workforce strategy.
- Prepare regular HR reports for senior management, including manpower status, recruitment progress, Saudization position, employee welfare issues, turnover, absenteeism, payroll coordination, government platform compliance, and key HR risks.
- Manage employee relations and labour issues professionally, ensuring that grievances, disciplinary matters, disputes, and employee concerns are handled fairly, promptly, and in accordance with company policy and Saudi Labour Law.
- Ensure that HR policies, procedures, employee handbook provisions, accommodation rules, disciplinary processes, and welfare practices are properly implemented across head office, project sites, and labour accommodation facilities.
Qualifications & Experience:
- Bachelor’s degree in Human Resources, Business Administration, Law, Management, or a related discipline.
- Saudi national, with strong knowledge of Saudi Labour Law, Ministry of Human Resources and Social Development regulations, Saudization / Nitaqat requirements, Qiwa, GOSI, Muqeem, Mudad, wage protection, and employee welfare obligations.
- Minimum 10 years’ HR experience, including senior HR management experience within Saudi Arabia.
- Proven experience in construction, contracting, engineering, infrastructure, industrial, fit-out, or project-based manpower environments.
- Demonstrated ability to manage a large workforce of approximately 1,500 employees across multiple levels and categories, including management, engineers, supervisors, technicians, skilled workers, operators, drivers, and labour resources.
- Strong experience in employee welfare, labour accommodation coordination, site HR administration, government relations coordination, recruitment, mobilization, payroll coordination, and employee relations.
- Ability to deal with Ministry inspections, labour disputes, disciplinary matters, grievances, compliance audits, and urgent manpower requirements.
- Strong leadership, communication, reporting, documentation, problem-solving, and people-management skills.
- Fluency in Arabic and English is required.
- Professional HR certification such as CIPD, SHRM, HRCI, or equivalent will be considered an added advantage.
